„彁“ is known as a yuurei moji or „ghost kanji.“ It doesn’t exist in any practical sense, but was included in the JIS encoding standard by mistake. Due to people picking up on them and using them for artistic or poetic purposes, such as LeaF (which, classic LeaF, by the way) they’ve remained in Japanese character systems long enough to be eventually included in Unicode.
